When strong, as it is in Capricorn, we are more likely to deal with things that we may have (note: probably) previously put off in favour of thinking about our many options (see Sagittarius). Capricorn has a 'get on with it' kind of approach.

Once all planets are on board, and all of us as a humanity, as well as the wholeness of who we are as individuals, we can get fully behind what we are doing.

As you can see, Capricorn is the rising sign, with the Moon placed therein. China will go through a lot of changes in the years to come, as a result. Although Saturn is the ruler of the chart overall, and its strength must show up in some way, it is showing one very important lesson which Saturn wants to teach us: stoicism.
Śanti
We never know when disaster will hit us, as signs of aging creep up and create problems. The only thing we can be sure of is that everything and everyone in our lives will be taken in time.
While this may sound bleak, it’s a necessary part of finding peace. The Sanskrit name for Saturn, Śani, sounds a lot like the word for peace, Śanti. And indeed, unless and until we can make peace with the fact, we cannot say that we are truly at peace.
Saturn’s strength is at least showing a responsible response to a viral outbreak in China. If there were any country that could deal with such a crisis responsibly, it is China. The country has Capricorn woven into their fabric, after all.
Yet, there is no denying the other face of Saturn, the flip-side of peace and acceptance, i.e. a lack thereof. While there may be a lot of fear present when Saturn is strong, our ability to respond appropriately increases in line with this fear. Fear is useful because it makes us act, which is different to anxiety; Saturn’s way of telling us we are probably not doing what we should be doing.
Saturn teaches us to change what we can and accept the rest.
